USSR, 1961. Life is peaceful in the small town of Strunyovo—crimes are not committed here as often as in neighboring settlements, and its crime-solving rate is among the highest in the entire Soviet Union. But when a new police officer, Rodion Stotsky, arrives, peaceful life comes to an end. He discovers that the residents of Strunyovo are former crime bosses and hardened criminals who prefer to commit robberies in neighboring towns while keeping their own quiet. One day, Stotsky witnesses the death of a local teacher in a fire and learns that the gangsters stood to benefit from his death. Police officer Taras Zaitsev is assigned as Stotsky’s partner, and together they will try to stand up to the criminals.
