The story unfolds in the postwar period. The last volleys have long since faded, the bloody slaughter has ended, yet the echoes of war still make themselves felt. In one of the Western resort towns, a fascist scientist, Dr. Haas, is developing psychochemical weapons. Inhumane experiments are concealed behind the façade of a pharmaceutical company, and a new catastrophe looms over the world—one that only Soviet intelligence can prevent. The entire difficulty of the operation lies in the fact that the Soviet side does not know what Haas looks like; he is too well concealed.
