Оперативные группы КГБ плохо справлялись с афганской партизанской войной, устроенной религиозными группировками при поддержке США и их союзников. Опыт по борьбе с басмачами в Средней Азии в 1920-е годы был забыт, опыт других стран не изучался. Все это снижало результативность боевых действий и вело к большим и неоправданным потерям среди советских войск.
