In the ninth season of the cult Series "Gangster Petersburg," Lieutenant Colonel Nikita Kudasov and journalist Igor Nikiforov continue their confrontation with criminal elements who have successfully reinvented themselves as major businessmen. A group of Japanese entrepreneurs approaches the Krasnoyarsk crime boss Sokhaty with a request to assist them in acquiring a port. Meanwhile, the unsinkable Vladimir Nefedov returns to Petersburg after treatment abroad and immediately becomes involved in a new round of confrontation with Sokhaty. Nefedov is distracted from this rivalry by the unexpected appearance of his longtime friend Max Fedorov, a great expert in all sorts of scams. Max now intends to profitably sell a business center project to Dutch investors. The implementation of this project is complicated by bureaucratic delays—permission to build is required from the city administration. Max is aware of Nefedov's ability to open any doors, including government ones. After much deliberation, Nefedov agrees to help his friend.
